West 8 Urban Design & Landscape Architecture
New York, New York
Part of this 170-acre island in New York Harbor is a designated national landmark and part was home to the largest US Coast Guard facility in the world. Hart Crowser is working with West 8 on the design to create a destination park. Hart Crowser’s work includes detailed geotechnical engineering for steep slopes, broad fills, buildings, shoreline protection, storm water infiltration, utility construction, paved access, and long term performance predictions.

Hart Crowser’s work at Terminal 91 has included overall geotechnical engineering support for site development, design and construction support for two refrigerated warehouses on Pier 90, numerous upland facilities, design and construction support of almost one mile of pier structure at Pier 91, and design and construction support of the nearshore Confined Disposal Facility for contaminated sediments at the site. We recently supported rehabilitation of Pier 91 to serve as the primary cruise ship terminal at the Port of Seattle.

This project consisted of replacing a pier, constructing a new bulkhead wall between the pier and adjacent dry dock, and replacing the bulkhead wall along Wycoff Way. Sustainable design elements included incorporating existing piles along Wycoff Way into the new bulkhead, leaving the existing pier’s piles in place below the mudline to improve seismic performance, and reusing the demolished pier’s crushed concrete as backfill in select locations.

Hart Crowser provided services for redevelopment and expansion of a major container cargo terminal for American President's Lines at Terminal 5 at the south end of Elliott Bay, involving a 188-acre container cargo facility and a new intermodal yard. The project was especially complex because major portions of the intermodal facilities and storage track are supported over poor fill, tidal soils, and an abandoned municipal solid waste landfill, and the site is in an area that is especially susceptible to damage during an earthquake.

Hart Crowser was the geotechnical engineer for a new, 1,400-foot aircraft carrier pier. By designing and conducting a detailed test pile installation program, we greatly reduced the required depth of embedment for the high capacity piles. We also assessed the potential environmental effects of dredging and proposed sediment disposal alternatives.

Our geotechnical services at Terminal 18 have supported new crane rails, expansion of the container cargo yard, grade separation and intermodal facilities, upgrades to existing piers, and berth deepening.

Hart Crowser provided the geotechnical exploration and foundation design for the Seattle Aquarium building and aging pier structure for the Seattle Parks and Recreation Department. Project planning required consideration of construction constraints such as vibration and noise impact to the marine environment, aquarium operations, and limited access. The photo shows driving pipe piles to support the retrofitted pier.

Hart Crowser provided geotechnical design for an upgrade of the Service Pier to accommodate the Seawolf Class submarine, USS Jimmy Carter. This work involved the design of new heavily loaded pier structures as well as the design of an overwater multiple-story secure structure.
