Mike Bailey
Senior Principal Engineer

Mike Bailey, PE, is Hart Crowser’s CEO.  He has more than 32 years of experience, including the past 28 years with Hart Crowser. He has been senior reviewer or geotechnical project manager for numerous projects, including buildings, high-rises, highways, and even a below-ground linear accelerator for a hospital. Mike was awarded a special “Employee Recognition Award” by the Port of Seattle for his work as Hart Crowser's project manager for development of the Third Runway at the Seattle-Tacoma International Airport. He is program manager for our abandoned mine reclamation contract with the US Department of the Interior Office of Surface Mining.

Garry Horvitz
Senior Principal Geotechnical Engineer

Garry Horvitz, PE, LEG, has 34 years of experience, with a strong focus on waterfront projects such as the Pier D, Nimitz Class Carrier Pier at Naval Station Kitsap and the Terminal 18 Expansion at the Port of Seattle. Garry has managed complex projects at most Pacific Northwest ports, all Pacific Northwest U.S. Navy facilities, and numerous other waterfront facilities.  He is also expert in geotechnical engineering for highrise buildings, and is project manager for the WAMU-Seattle Art Museum tower.  Garry provides senior-level review for many of Hart Crowser’s projects.

David Winter
Senior Principal Geotechnical Engineer

David Winter, PE, LEED AP, is a geotechnical engineer with 29 years of experience. He oversees geotechnical design for waterfront facilities, buildings, international developments, and other major facilities. He has been responsible for nearly 40 deep excavation and high rise building developments; multi-state federal environmental contracts; remote site logistics for exploration and cleanup; and projects in Malaysia, Saudi Arabia, United Arab Emirates, and Brazil. David is a member of the ACEC-WA Board of Directors, a Fellow in the Society of American Military Engineers, and a member of the Missouri University of Science and Technology Academy of Civil Engineers.

Jeff Wagner
Senior Principal Geotechnical Engineer

Jeff Wagner, PE, is a principal of the firm and the operations manager of the Seattle office.  He also manages the Geotechnical Services in Seattle.  He has 27 years of experience applying geotechnical engineering to the planning, design, and construction of commercial buildings, industrial sites, transportation projects, and other developments.  Projects have included Lincoln Square, the Bellevue Place Hyatt Expansion, and other high-rise buildings, Highline Medical Center, the Mint Farm Industrial Park, the Sea-Tac Airport Expressway and Light Rail Corridor, and numerous abandoned mine reclamation projects for the U.S. Department of the Interior Office of Surface Mining.

Barry Chen
Principal Geotechnical Engineer

Barry Chen, PhD, PE, is a regionally recognized geotechnical engineer with 23 years of experience.  He has significant expertise in foundation and seismic design for building development and transportation projects.   His projects include the 30-acre Amgen Campus at Seattle’s Pier 88/89, Seattle Central Library, Seattle Aquarium at Pier 59, Sea-Tac Third Runway, and the I-405 SR520 to SR 522 Kirkland Stage I Design Build project.  He is the program manager for our on-call geotechnical contract with the Washington State Department of Transportation.

Scott Wright
Senior Associate Engineering Geologist, Manager of Field Services

Scott Wright, LEG, has been with Hart Crowser since its start in 1974, and has been involved in over 4,000 projects.  He supervises our engineering geologists and coordinates field exploration programs, including subcontractor contracts, site utility checks, coordination of street use permits, traffic control plans, and right of entry agreements.  Scott has a thorough understanding of exploration equipment and is very familiar with the exploration subcontractors in the Pacific Northwest.

Doug Lindquist
Senior Associate Geotechnical and Earthquake Engineer

Doug Lindquist, PE, GE, LEED AP, has over 12 years of professional experience.  His areas of expertise include traditional geotechnical engineering, seismic design, soil improvement, deep excavations, waterfront structures, and numerical computer modeling.  Doug has been very active in the community serving for 4 years in officer positions of the ASCE Seattle Section Geotechnical Group.  His recent projects include the 42-story Washington Mutual Center, multiple projects at the Port of Seattle (Terminals 5, 18, 30, and 91), as well as the Stadium Silver Cloud Inn.

John Bingham
Associate Geotechnical Engineer

John Bingham, PE, has 12 years of broad ranging geotechnical, civil, environmental, and natural resource engineering design, management and construction experience. John's geotechnical experience includes landslide and seawall stabilization, ground improvement, foundation and pavement design, transportation, excavation shoring projects, and abandoned mine land reclamation. John's civil experience includes stormwater infiltration facilities; development of construction plans, specifications, and cost estimates; and earthwork and grading projects. His environmental experience includes development and remediation of sites with contaminated soils and sediments, and subtidal wood waste cleanup and restoration. John's natural resource experience includes abandoned mine land reclamation, streambank stabilization/restoration, and natural resource damage assessment (NRDA). John enjoys helping project teams develop and implement innovative yet practical solutions to address challenging site constraints.
